José Miguel Insulza, the Secretary-General of the Organization of American States (OAS), expressed on Tuesday his condolences to the Venezuelan people and government for the "sad" decease of President Hugo Chávez Frías.

"It is a moment of great grief for Venezuelans and we, all of the peoples of the region, accompany them," he stated in a communiqué, Efe noted.

"We are certain that Venezuelans will manage to be united in hard times such as this and move in peace and democracy towards the future," Insulza upheld.

The OAS reported in the press release that OAS flags are at half mast and the OAS Permanent Council plans to convene a special session in memory of President Chávez.
