The appointment of Elías Jaua as the new Minister of Foreign Affairs has been released on Wednesday in the Official Gazette No. 40,090.

Particulars in the document published in the Official Gazette include the signature of Venezuelan President Hugo Chávez, who was admitted to hospital in Havana, Cuba, one month ago, recovering from a cancer surgery.

In addition, the decree is dated and signed in Caracas on January 15.

Elías Jaua stands in on for Nicolás Maduro as Foreign Minister. Maduro held the incumbency for almost six years. The news of the appointment was given by Vice-President Maduro when delivering President Chávez's annual report in a session at the National Assembly (AN) held on Tuesday afternoon.

A simple reason: there is oil galore, would suffice to explain Guyana's actions. Another explanation lies in the little or none efforts made by the Venezuelan government to thwart the move by the Guyanese. This is certainly not a new problem, but a problem only recently highlighted because oil is involved. But what other resources does the disputed area hold? For most of us it is a section on the map with black and white stripes on it, a depiction of something distant, alien, a nothingness not worth paying much attention to in geography classes back in elementary school.
