Domingo Maza Zavala, former director of the Central Bank of Venezuela (BCV), is not very optimistic about the effective implementation of "the good living" card to buy financed staples through the government-run food network Biceabastos.

He thinks that the card will be used only by low-income sectors, because most people will rather choose their consumption. In his opinion, it is a rigorous diet imposed on the card holder. He also fears that it could be used as a "rationing card."

In that case, economic liberties would be endangered. "One thing is food guidelines for health reasons, and another thing is both qualitative and quantitative restrictions," Maza Zavala told El Universal.
