Guillermo Ovalles, the former president of Venezuelan electricity distribution company Elecentro and current president of the Commission on Electric Power of the Venezuelan Federation of Trade and Industry Chambers (Fedecámaras) urged the Executive branch of government to sit and work on a plan for electricity rationing in Caracas, because - in his view - a plan must be quickly implemented to address the power crisis which will worsen if the rainy season does not begin between May and June, as expected.
Ovalles considers that the recent announcements made by Venezuela's President Hugo Chávez, among them the decision to punish energy users who could increase the demand of energy, are not the solution.
The Venezuelan businessman considers that the government was not properly advised as to the power loss from illegal electricity connections, which amount to 40 percent, and are caused especially by people who do not pay for the service and due to buildings without electricity meters.
Oil Scenario
HYDROCARBONS Rafael Ramírez, Venezuela's Minister of Petroleum and Mining and president of state-run oil company Petróleos de Venezuela (Pdvsa) specified that oil exports to China would be equal to current shipments of Venezuelan oil to the United States.
