A string of inconsistent circumstances combined last Saturday night and led to the murder of the coordinator of a Caracas security plan, Caracas Segura (Safe Caracas), Major Delio Amado Hernández Da Costa (National Guard). The military officer was killed by two felons when he was fulfilling his duties.
Hernández Da Costa (36) had inspected the operations carried out in the Police Coordination Center located in the neighborhood of La Pastora, (northern Caracas). After taking note of the logistical requirements of the police and verifying that his subordinates were deployed throughout the sector, he left the center. The police officer had planned several raids in the Western area of the city to reduce the number of robberies and crimes in the sector.
Some minutes later, he was intercepted and shot dead by two felons who have committed several crimes in Caracas slums.

This is the least that President Hugo Chávez has uttered to refer to the US government. In urging the Bolivarian Armed Forces to prepare for war, he said that a US raid on Venezuela through Colombia would trigger and spread over the region "the 100-year war."
