The Venezuelan Executive Office is paying attention to failures in the domestic electricity service, to such an extent that the electricity projects are a priority for the Ministry of Planning and Development, according to the guidelines of the 2010 National Annual Operational Plan.

The government will take into account for the allocation of funds "the recovery of the national electricity infrastructure (generation, transmission and distribution)."

"Projects promoting energy efficiency and use of alternative and environmentally sustainable sources" are also important for the plan.

The Ministry of Planning said that the official budget ensures funds for these and other priorities, while the projects that have not been approved will be part of the bank of projects, whose resources will be allocated via additional revenues.

This aspect turns out relevant when Minister of Planning Jorge Giordani acknowledged that the 2010 budget will be restructured. Minister of Economy and Finance Alí Rodríguez is expected to present on Tuesday at the National Assembly the 2010 draft budget law and indebtedness law for the next fiscal year.

The concern for efficient social missions is evident in a guideline stating that "projects related to the Social Missions and aimed at fulfilling the Millennium Development Goals are particularly relevant. The projects aimed at overcoming poverty and social exclusion will be a priority."
