The Venezuelan government said the Social Stability Fund
for Self-employed Workers would be implemented even though
it was outlined under the proposed changes to the Constitution
the Venezuelan population rejected last Sunday.
Minister of Labor and Social Security José Ramón
Rivero, said he would resort to the Legislature, but he would
not rule out using President Hugo Chávez's special ruling
powers to create the instrument.
The proposal -also known as the fund for the informal sector-
is intended to ensure payment of retirement pensions, holidays,
maternity leave, among other social benefits.
