Insulza vows "thorough" observation of Venezuelan election

Following initialization of a memorandum of understanding that secures the participation of the Organization of American States (OAS) as international observer in December 3rd presidential election in Venezuela, OAS Secretary-General José Miguel Insulza ensured that the mission is to complete its work with "great thoroughness."

Together with the president of the National Electoral Council (CNE), Tibisay Lucena, Insulza told reporters that the agreement they inked "does appropriately meet the requirements for this kind of processes, that is to say, it does comply with the laws of the country where it (the observation) is taking place, and at the same time it provides for all the guarantees and aspects the OAS electoral observation mission requires."

According to the diplomat, the OAS delegates are to constantly monitor the election; they are to express their opinion "when relevant," and are to work in cooperation with CNE.

"We are going to do our work with great thoroughness, but at the same we are going to meet the profile of an observation mission. That is our task and that is what we are going to do on December 3rd."

He added "OAS has no intention at all to turn its electoral mission into the main character of this process."
